USA military to recruit foreigners?

Here is a startling news item:

Boston.com - USA military to recruit non-citizens?

This would be a big step toward following the Roman Republic's slide into Empire! A lot of our freedoms depend upon the idea that the military would "rebel" internally if used against US citizens in a repressive manner. That internal cultural restraint in the military goes out the window if the troops themselves are not Americans. Wow. A matter of grave concern, here.

The US Military has had non-citizen soldiers for it's entire existence, starting with the Revolutionary War and continuing through the Civil War to modern times. During the Civil War, 20% of the Union Soldiers were foreigners, some fresh off the boat. We currently only have about 30,000 non-citizens in the military, comprising about 2% of the active duty force. I think we have a ways to go before non-citizen soldiers becomes a problem.

Oddly, if I do a search for "US Military Recruitment Goals" I find a slew of newspaper articles that contradict each other, sometimes within the same paper. The military is simultaneously meeting and not meeting it's recruitment goals.

Assuming the 2% value to be accurate, I can't see that as a significant threat as stated in the original post. However, should that number creep into the double digits, then I would be concerned. Very concerned.
